CAPITAL AREA COUNCIL OF GOVERNMENTS (CAPCOG)

The Capital Area Council of Governments (CAPCOG), formerly known as the Capital Area Planning Council (CAPCO), was organized in 1970 to serve local governments in its ten-county region, known as State Planning Region 12. CAPCOG is a regional planning commission organized under Chapter 391, Local Government Code, and is one of 24 within the State of Texas. CAPCOG is commonly referred to as a Council of Governments (COG).

The primary focus of CAPCOG is to serve as advocate, planner and coordinator of initiatives that, when undertaken on a regional basis, can be more effective and efficient. These include emergency services, elderly assistance, law enforcement training, criminal justice planning, solid waste reduction, infrastructure development, and housing and economic development.

The CAPCOG region includes Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, Travis, and Williamson Counties.

City of Buda Planning and Zoning

The Planning and Zoning Department is responsible for overseeing the development of the City through the administration of the Comprehensive Zoning Ordinance and Subdivision and Development Ordinance. Staff processes all zoning, specific use permit, site plan, variance, and platting requests. Staff then makes recommendations for those requests to the Planning and Zoning Commission Board of Adjustment or City Council. In addition, the Department provides zoning information to the general public, business owners, and developers.

BUDA IMPROVEMENT GRANT (BIG)

Recently, the Buda Economic Development Corporation created the Buda Improvement Grant Program (BIG) to assist downtown businesses with facade renovation. Up to $5,000 is available with a required match. BIG Application

The State of Texas offers various incentive programs to businesses expanding or relocating to the state.  These incentives range from Workforce training to tax abatements.  Follow the link below for more information.

TEXAS CAPITAL FUND

The Texas Department of Agriculture (TDA) offers economic development assistance through various programs. The City of Buda and Buda Economic Development Corporation have been very successful in utilizing one of TDA’s key programs,
“The Texas Capital Fund”.

The Texas Capital Fund provides matching grant dollars for infrastructure up to $750,000 depending upon the size of the project and the number of jobs created. Past projects in Buda benefiting from these grant monies include Jardine Foods and Capital City Container. The most recent Texas Capital Fund project was a $600,000 grant for water/sanitary sewer to serve the new Hays Communities YMCA.

TAX INCREMENT FINANCING

Tax Increment Financing (TIF) played an important role in the decision of Cabela’s to locate one of their two Texas stores in Buda in 2003. TIF allows local governments to publicly finance needed structural improvements and enhanced infrastructure within a defined area. The costs of improvements to the area are repaid by the contributions of future tax revenues by each taxing unit that levies taxes against the property. Properties must meet certain criteria to be deemed TIF eligible. The statutes governing tax increment financing are located in Chapter 311 of the Texas Tax Code.


TAX INCENTIVES

The Buda Economic Development Corporation in conjunction with the Buda City Council will work with prospective businesses to develop an incentive package agreeable to both parties. Incentive packages are project specific.
